Are home teachings enough to encourage self love?

So I came across this video in the link below, released 4months ago from one of Dr. Phil’s show about a 16-year old black teenage girl who believed she was a white person. This got me thinking, let it be noted that my intention is not to discriminate against race but to clarify the story’s context.

“My hair is straight, my nose is not giant like African American and my lips are not too big or too small, they are just perfect”

I know 4 months is a long time, but after watching the video I had questions I could not answer. These questions are: who is responsible in securing this child’s mental health and educating her about self acceptance?. How can parents fix these issues? What role should schools play in teaching self acceptance and self love.

Mental treatment is clearly needed to fix the child’s state of mind, however can one’s surroundings encourage self love or does it encourage self hate like in the video above?

On the video, Dr Rick Wallace tries to explain that her state of mind is not a result of being delusional but of psychosis.
